Barry serves as the trust anchor. When Barry validates, the agency proceeds. When Barry withholds validation, the system pauses. This is not a bug. This is the feature.
Trust collapse condition. Triggered when expected validation tokens are absent. System enters protective mode. No agency actions permitted until trust is re-established.
